Update – July 2010
The Assembly Government remains committed to reforming the system of paying for care in Wales, as well as reforming the way in which that care is delivered. Since devolution the Assembly Government has developed a distinctive approach to the delivery of social care, which is a fully devolved area. Proposals for further reform will be set out in a Social Services White Paper to be published early in 2011, following the report of our Commission on Social Services in Wales.
Any major reform of how care is paid for will need to be led by the UK Government as key areas such as taxation, National Insurance and welfare benefits are non-devolved. The new UK Government has set up a Commission on the Funding of Care and Support, which will report in the summer 2011. The Commission has been asked to consider the implications for the Devolved Administrations of any proposals they make. Welsh Ministers are keen to ensure that any new funding system proposed by the Commission fits with the way in which social care is delivered in Wales as well as in England.
The Commission has also been asked to consider all of the evidence relating to paying for care. The Assembly Government intends to draw to the Commission’s attention the consultation feedback, the report of our Paying for Care Advisory Group, and any other relevant evidence from Wales. We will also be pushing for the Commission to engage directly with key Welsh stakeholders.
